Objective

Establish a single source of truth for Dubai Municipality across the applications it runs on daily — GRP, Buildings Management and Project Management — instead of three disconnected systems. Projects were tracked in PMWeb, invoicing ran through GRP, and credit checks sat in a separate third-party SaaS tool.

Key challenges

  1. 01Multiple points of data entry across the application landscape made reconciliation difficult and error-prone.
  2. 02A stack of redundant, licensed applications — some serving little more than a data-entry function — drove up license and managed-services costs without adding integration value.
  3. 03Data spread across systems led to inefficiencies, higher operational effort and limited visibility for decision-making.

Our solution

  1. 01

    Integration

    Connected GRP, PMWeb & Buildings

Used Oracle Middleware, Java and available APIs to build integration across GRP, PMWeb and the Buildings Management system.

  2. 02

    Data quality

    Audited and reloaded every record

Migrated data out of the scattered systems and reloaded it fresh, after auditing every record for accuracy.

  3. 03

    Consolidation

    Retired redundant applications

Retired redundant legacy applications once integration made the remaining systems efficient enough to carry the full data load.

  4. 04

    Foundation

    Built for growth

Established a unified, scalable platform to support Dubai Municipality’s ongoing operations and future growth.

Technology stack

  • Oracle EBS
  • Oracle SOA, BPM
  • Java

Key outcomes

  1. 01

    30% Lower License & Managed-Services Spend

significant reduction in operational costs through application consolidation.

  2. 02

    Fewer Redundant Systems

retired standalone tools that existed only for data entry, simplifying the application landscape.

  3. 03

    Automated Data Flow

integrated fields update in real time across GRP, PMWeb and Buildings Management, replacing manual re-entry.

  4. 04

    Single Source of Truth

property, project and billing data now reconcile against one record instead of three.
